The Attorney General to Simon
There is nothing in the Governor's instructions to interfere with the summary dismissal of men of this class who do not exercise their offices under or by virtue of any Commission of Warrant. But according to rule 83 of the Rules and Regulations for Her Majesty's Colonial Service published in the Colonial Office List, the proceeding by Executive Council is prescribed in all cases of persons having salaries or emoluments worth more than £100 a year, but I am not sure that those rules have any force of law.
